Memo to CIA Chiefs & Station Bases Regarding DA Garrison’s JFK INVESTIGATION; Reveals CIA Media Meddling in Public Opinion

On July 19, 1968, a memo with the classification of “secret”, was sent by someone named ‘Chief Wolime’ to ‘Chiefs, Certain Stations & Bases’. Included in this memo, is a 3 page document which consists of a poorly copied and highly contrasted ‘Routing and Records Sheet’, the memo with the subject ‘Warren Commission Report: Article on the Investigation Conducted by DA Garrison’, which has a 3 part numbered list of instructions for the CIA station chiefs about the handling of DA Garrison’s investigation into the JFK Assassination and finally the last page, which is a list of all the station and base recipients and their respective chiefs.
Who was DA Jim Garrison? We will get into what role he played in the JFK Investigation below, as well as the significance of this memo to the station chiefs. Especially after this documents release, I think it’s important to remember how many lives were affected in this course of our country’s largest government cover up and the role the CIA tried to play by shaping public perceptions related to criticism related to the Warren Commission Report.

“James Carothers Garrison (born Earling Carothers Garrison; November 20, 1921 – October 21, 1992)was the District Attorneyof Orleans Parish, Louisiana, from 1962 to 1973 and later a state appellate court judge. A member of the Democratic Party, he is best known for his investigations into the assassination of John F. Kennedy and the prosecution of New Orleans businessman Clay Shaw to that effect in 1969, which ended in Shaw's acquittal. He wrote three published books, one of which became a prime source for Oliver Stone's film JFK in 1991, in which Garrison was portrayed by Kevin Costner, while Garrison himself made a cameo appearance as Earl Warren.”
Jim Garrison knew that something had happened in his hometown of New Orleans, that led up to the JFK assassination, right under the city’s nose. If anyone has seen the 1991 JFK film, you will remember how the CIA had essentially ‘set up’ operations in the French Quarter. Garrison felt he had an obligation to investigate and was taken through the wringer for it. He was smeared in the media and by the CIA.
The Warren Commission concluded that a “single bullet” theory was most likely and that Lee Harvey Oswald was the lone wolf that carried it out, from the Book Depository window. DA Garrison’s investigation, as reported in the Memo to the Station Chiefs, “tends to keep alive speculations about the
death of President Kennedy, an alleged "conspiracy", and about the possible Involvement of Federal agencies, notably the FBI and CIA.”. Make no mistake; the intention of this memo is to squelch any public discourse that contradicts the Warren Commission report. Below, we will dissect the 3 part memo and explore the agenda and implications.
# 1 “A Reporter At Large: Garrison”
The first memo line item refers to an article, published by The New Yorker, from July 13, 1968, in the publication’s ongoing series titled “A Reporter At Large”. The article was authored by a man named Edward Jay Epstein, who also wrote a book titled “Inquest”, first published in 1966, which was critical of the Warren Commission report, but not in the way that you might think. Here is an excerpt from a review of the book “Inquest”, authored by Edward Jay Epstein.
“But Epstein rejects the basic assumption that the U.S. govt. is infallible when it wants to be. Instead, he asks 'What was the Commission trying to do, what resources did it have to do the job it chose, who did the work, how was the work done, and how well was it done?'”
“His answers are enlightening and disturbing. The Commission, he says, wanted to dispel rumors and restore trust in the govt. and its institutions, and it also wished to find out the truth about the murder of the President. But what if these two goals conflicted? Epstein argues that the Commission did find conflicts in the goals, and almost invariably chose to reassure, rather than dig for the truth.”~Steven M. It seems the purpose of the book, was meant to provide just enough critiques regarding the Warren Commission report, to appear credible to the public’s concerns and squelch any remaining rumors floating around about a larger conspiracy, particularly those that implicate the FBI & CIA and to restore the American public trust that had been lost in the government. Some may refer to this as ‘controlled opposition’.

REPORTER AT LARGE about the investigation of the murder of Pres. Kennedy, conducted by Jim Garrison, the District Attorney of Orleans Parish, Louisiana. At the root of his investigation is a story involving a meeting among the accused murderer Lee Harvey Oswald and three men: David William Ferrie, Carlos Quiroga, and W. Guy Bannister. Ferrie, it was said, commanded a unit of the Civil Air Patrol in which Oswald may have been a member briefly. He was arrested shortly after the assassination in New Orleans, on a tip that he was involved with Oswald, and then released. Ferrie was hairless due to the disease alopecia. Tells about all the speculation in regard to this condition. Like Oswald, Ferrie was a failure at virtually everything he tried. He trained for the priesthood, & was dismissed from two seminaries; he became a "bishop" in a quasi-political underground cult called the Orthodox Old Catholic Church of North America. He ran a service station in New Orleans. His greatest ambition was to become a fighter pilot. He succeeded in becoming the leader of a unit in the Civil Air Patrol (a civilian organization of volunteers) & he set himself up to train youth in jungle warfare tactics. Tells more about his employment, et & how a case against him was built up. He was found dead on Feb. 22, 1967. Medical examination showed his death was from natural causes.”~ The New Yorker
So what was the point of this article in the New Yorker in 1968? The answer to this question will also be the story of a more prominent role that the CIA will later take in shaping public opinion- in short, we are watching the development and refinement of what we now know today, as state sponsored media with an agenda; to alter public perception. That is why we do not want to discount the importance of the discovery of this memo. The CIA was in fact, interfering with the so called “free press” in the United States, to further discredit their famous term “conspiracy theorists”.
Edward Jay Epstein's 1968 New Yorker article about Jim Garrison, was primarily aimed at critiquing Garrison's investigation into the assassination of President Kennedy. The article, titled "GARRISON," delved into the details of Garrison's probe and the individuals involved, such as David William Ferrie, Carlos Quiroga, and W. Guy Bannister. Epstein's piece was part of a broader effort to challenge the credibility of Garrison's claims and the conspiracy theories surrounding the Kennedy assassination. Some critics have argued that Epstein's article was prepared with the intent to discredit Garrison, especially in light of the timing of its publication shortly after Garrison's death. In today’s world, with the recent DOGE findings bringing light to the USAID scandal, ‘pay for play’ schemes involving the media(Politico, New York Times, etc), we see the development and refinement of this strategy from the CIA’s playbook, not only with the 1968 memo to the chiefs and stations, but in later years, with Edward Jay Epstein, who tries to portray himself as a journalist who “questions the narrative” but at the same time, is being included in CIA memos as some sort of evidence and reference to discredit criticism of the agency’s “conspiratorial role” in the assassination of JFK.
Do we really still believe that Edward Snowden is a “Russian Asset” or do we believe that the CIA, who controls editorial decisions at the New York Times, wants us to believe that Edward Snowden is a “Russian Asset”? You decide. A carefully designed system is being exposed; let’s not skip over the importance of the discovery of this memo. It’s evidence of past methods used by an arm of our government, with the intention of manipulating public perception. On to the next numerical item of the memo.
#2: ‘Keeping Alive an Alleged Conspiracy’; Renewed Public Interest, in Light of the Assassination of Senator Robert F. Kennedy
Who is Robert F. Kennedy? He was President John F. Kennedy’s brother, father of HHS Secretary, Robert F. Kennedy, Jr.. Wikipedia describes him, below.
“Robert Francis Kennedy (November 20, 1925 – June 6, 1968), also known as RFK, was an American politician and lawyer. He served as the 64th United States attorney general from January 1961 to September 1964, and as a U.S. senator from New York from January 1965 until his assassination in June 1968, when he was running for the Democratic presidential nomination. Like his brothers John F. Kennedyand Ted Kennedy, he was a prominent member of the Democratic Party and is considered an icon of modern American liberalism.”
On June 5, 1968, it is reported that Sirhan Sirhan, a Palestinian- Jordanian, took shots at Senator Robert F. Kennedy and the crowd surrounding him, at the Ambassador Hotel in Los Angeles, CA. Kennedy was shot three times—once in the head and twice in the back—with a fourth bullet passing through his jacket. He died almost 26 hours later at Good Samaritan Hospital. 5 other people at the event were also shot, all of whom recovered. The motive is listed as “Anti-Zionism”. Many scholars believe this event, 5 years after the death of John F. Kennedy, was the first event of political violence in the United States, that stems from the Israel - Palestinian conflict. Sirhan Sirhan was convicted of first degree murder, was sentenced to the gas chamber, but his sentence was later commuted to life in prison, with the possibility of parole. He is currently serving his sentence, at Richard J. Donovan Correctional Facility, in San Diego County, California.
Another Kennedy is assassinated and now, the public wants to know why this is all happening. Can you blame them? The American people elected John F. Kennedy- he is killed. His brother runs as the Democratic nominee, 5 years later, dead. They are wondering why their choices in the so called “freest country in the world” keeps getting derailed and interfered with. Suspicions swirl. The public is wondering about “a political murder conspiracy”, as articulated in the memo to station chiefs and also as outlined in the memo, which describes that the attached article, by Edward Jay Epstein, which the author of the memo claims is “based on first hand observations of the author or other unidentified sources”. See below, to continue on with the purpose of this memo, which was to inform station chiefs about a counter measure, using the article by Edward Jay Epstein and the instructions to station chiefs, in the third and final numeric point in the memo.
#3: The Purpose; Inform Your Assets of the New Yorker Article by Epstein, Explain that DA Garrison is an Elected Official and spread the Word
After reiterating to the station chiefs that the New Yorker article is not meant for reprinting, Chief Wolime goes on to instruct the station chiefs to use the article to counter “anti-U.S. attacks” in their areas, when talk of DA Jim Garrison’s JFK Investigation comes up. It instructs the station chiefs that they may assign assets to carry this message, especially in the circles that elected government officials run in and political leaders. The memo states, in reference to the New Yorker article by Epstein, that there is “no hard evidence of any such conspiracy”. So basically, here, take this article, but don’t reprint it, and spread the word. Discredit DA Garrison and remind your assets to spread the word “he is an elected official not an appointed one” and to avoid “personal attacks” related to DA Garrison. 🙄 Yes, don’t want to make anyone think election interference is going on. That might be a little too over the top. Just the perfect amount of meddling, by your tax payer funded CIA. No wonder JFK said “I will splinter the CIA into a thousand pieces and scatter it into the wind”.
Conclusion
The Memo to the CIA station chiefs, from Chief Wolime, presents an article that appears to have one purpose - to discredit DA Garrison and his criticism of the Warren Commission report. This memo comes in on the heels of renewed “anti-U.S.” rhetoric, following the assassination of RFK, 5 years after the assassination of his brother, JFK. The memo confirms government involvement, particularly by the CIA, in shaping public perceptions and opinions, using what appears to be an article with a narrow and focused agenda, using assets that run in the same circles as political leaders, elected officials and the public at large.
